ntatives:_ I transmit herewith, for the consideration of Congress, a letter from the Secretary of War, inclosing a copy of one from the Chief Signal Officer of the Army, dated the 11th instant, setting forth the necessity for additional room for the Signal Office and recommending that Congress provide that of the amount estimated ($350,000) for "observation and report of storms, 1883," the sum of $10,000 may be expended for the hire of a safe and suitable building in Washington City for the office of the Chief Signal Officer.
