EXECUTIVE MANSION, _Washington, D.C., February 26, 1885_. _To the Senate of the United States:_ I herewith transmit, for the consideration of the Senate with a view to ratification, an additional article, signed by the Secretary of State and the minister of Mexico here, on behalf of their respective Governments, the 25th instant, providing for the extension of the time for the approval of the necessary legislation in order to carry into effect the commercial reciprocity treaty between the United States and Mexico of January 20, 1883.
