XVIII WORLD REACTIONS On April 23rd, at a time when the persecution was at its height, delegates, duly elected by each of the thirteen provinces of Korea, met, under the eyes of the Japanese police, in Seoul, and adopted a constitution, creating the Republic. Dr. Syngman Rhee, the young reformer of 1894, who had suffered long imprisonment for the cause of independence, was elected the first President. Dr. Rhee was now in America, and he promptly established headquarters in Washington, from which to conduct a campaign in the interests of his people. Diplomatically, of course, the new Republican organization could not be recognized; but there are many ways in which such a body can work.
