eam, but the Young Turks have used the political and military resources of the Ottoman Empire to make it a reality. At the congress of 1911 it was resolved that "immigration from the Caucasus and Turkestan must be promoted, land found for the immigrants, and the Christians hindered from acquiring real estate." Turkey was first to be reinforced by the Turks abroad; in the European War she was to strike out as their liberator.
