after the estimate of the War Department was made, and the expense of the structure consequently increased, still by the terms of my indorsement on the report of the colonel of ordnance fixing the site, the size and arrangement of the building were to be such that it could be _completed_ without exceeding the appropriation of $30,000, and that this requirement has been strictly adhered to in every stage of the proceedings.
