llow, that we ought not to acknowledge that wisdom and integrity which is exerted in the prosecution of our interest, or that we ought not to be grateful for the benefits which were sincerely intended, though not actually received. The wisdom of his majesty's counsels, my lords, is not sufficiently admired, because the difficulties which he has to encounter are not known, or not observed.
