who expressed a desire to speak upon the bill. At the close of that debate, the bill was passed by more than two-thirds of this House. It has been returned to us with the objections of the President to its becoming a law. I do not propose to reoepen the discussion of this measure; I am disposed to leave the close of this debate to the President by the message which has just been read. I ask the friends of this great measure to answer the argument and statements of that message by their votes."
